Information enables accountability.

The Right to Information Act, 2005 was enacted by Parliament and came into force on 15 June 2005. It enables citizens to seek access to information held under the control of public authorities and promotes transparency and accountability in their functioning.

Universities and colleges established by law, notified or controlled by an appropriate government, or substantially financed directly or indirectly by government funds, fall within the scope of public authority under the Act. In accordance with Government of Kerala Higher Education Department and UGC guidance, The Dale View College of Pharmacy & Research Centre, Punalal implements the Right to Information Act, 2005.

Application procedure

How to file an RTI request.

Use the following sequence to make a focused, complete and traceable application.

  1. 01

    Prepare the application

    Type or neatly handwrite a formal request and clearly mention “Application under the Right to Information Act, 2005”. No prescribed format is required.

  2. 02

    Choose the language

    Write in English, Hindi or the official language of the area. Address it to the State Public Information Officer (SPIO) or submit through the Assistant Public Information Officer where applicable.

  3. 03

    Identify the office

    Provide the complete address of The Dale View College of Pharmacy & Research Centre, Punalal, and identify the records or subject for which information is sought.

  4. 04

    Be precise

    State each request clearly and specifically. Ask for certified copies, records or extracts where required rather than seeking opinions or explanations.

  5. 05

    Attach the applicable fee

    Include the prescribed application fee using an accepted payment method payable to the appropriate Accounts Officer or Principal. Additional copying or media charges may apply under current Kerala RTI rules.

  6. 06

    Add applicant details

    Provide your full name, postal address and necessary contact information. Sign and date the application and mention your town. No reason for seeking the information is required.

  7. 07

    Declare citizenship

    State that you are an Indian citizen. Keep a photocopy of the signed application, proof of fee and proof of delivery for future reference.

  8. 08

    Submit and track

    Submit the application by an accepted mode and retain the acknowledgement or postal tracking details. Online filing may be available through the Kerala RTI Portal for eligible authorities.

Response & appeal

If information is not received.

The Public Information Officer should ordinarily provide a decision within 30 days. Where the information concerns the life or liberty of a person, the statutory period is 48 hours.

If no decision is received within the applicable period, or if the response is unsatisfactory, a first appeal may be made to the designated First Appellate Authority. The appeal should identify the public authority, include copies of the original request and response if any, and explain the grounds of appeal.

A first appeal is ordinarily decided within 30 days and may extend to 45 days for recorded reasons. A further appeal may lie before the Kerala State Information Commission, subject to the Act and applicable rules.
